Imagine if just prior to the events of the Phantom Menace, the Jedi Council listens to Qui-Gon Jinn and follows the Living Force. Kwenn, a once major Jedi outpost, is on the decommissioning list. As Kwenn had been important to many of the older Masters, they decide since it was the year of a major milestone, they would hold a celebration… but of course there are others who want to destroy the Jedi.

The center of this book, is the idea that the Council is being intentionally mired into a bureaucracy. One that is disconnected from the people – reducing them from living beings in the force to simple numbers. The problem is, the Council has this wonderful experience…and then go right back to be mired in bureaucracy. Realistic.
